Well, we just took it off of her for a little bit and she was so relieved. She just sat down and started chewing on her Nylabone. We decided we will leave it off when we can supervise her and put it back on when we can't. Thanks for your advice.

We have a 4 month old named Belle. She does the same things. My fiance and I call it her "crazy runs". Ignoring her seems to calm her down. We used to get up and go to her and try to calm her down and all that did was make her want us to play with her or chase her. Hope this helps.
