As someone else mentioned, I would definitely recommend getting a signed (preferably notarized also) statement from your neighbor who saw what happened. You never know how this will play out or how far in the future it will "come to a head." Be as detailed as possible and include the date and time it happened. Get a statement now, while the memory of the situation is fresh!
As a side note... once while camping, we had our dogs tied in our campsite. We were sitting in the next campsite with friends. I saw this little girl walking her dashchund. She was walking just outside of Bailey's reach of her tieout. Of course Bailey was going nuts trying to see the girl and her dog. (I'm watching the whole thing.
) Bailey backed up a bit, got down in a play bow, and burst out running, and KEPT ON RUNNING!!! Her tieout broke! I thought the little girl was going to wet her pants.
Of course I immediately went over and got Bailey, and she didn't hurt the little dog.
Best of luck with the situation. I would definitely start keeping notes on what's happening... when the kids are near your property, what they are doing, and the contact you have with the parents and authorities. If you have a running chronology of events, you will be ahead of the game.
