Yes, they usually get them when they are older but I have seen some that were only 3 have them. In Dukes(11yrs) last year he had about 12 all different sizes, we had to have 2 removed because of bleeding,the one was real close to his eye and he use to rub it all the time.My vet told me they were very common in boxers but nothing to worry about unless they bleed.

Hooligan has about 8 of them on various places on his body, mostly on his legs and a couple on his neck. Most of them are tiny except one on his leg that is kind of ugly. I have had all of them exaimed at some point by our vet because you never know what sort of growth they can be but they are all skin tags and completely harmless. He only started to develop them as he got older. But they are not very noticable and they don't bother him so we just leave them alone.
