You never know when this man will be out, if I were in your situation I would carry pepper spray. Just ignore the guy and if that dog attempts to go near your dog again give him a face full of it. I hate to sound mean, but you have to protect your dog.
If the guy gets mad and starts flying off the handle, just tell him you had asked him to control his dog and he refused.
(And the pepper spray will work on him too if need be!)
I always have pepper spray with me and so far whenever I just point it towards a loose dog or unattended dog and say "No" it stops them dead in their tracts, I really think that they can sense that I mean it.

. Normally I wouldn't consider the following, but since you run into each other on occasion, you might consider carrying some *mace* to protect both of you against man and animal... esp. since he's totally irresponsible and has no intentions on doing anything about it.
