puppy and Leash

I am getting frustrated... our new guy is now 10 weeks old, and when we take him out on his leash, he just stands there, refuses to move. If I give a slight tug or try to coax him to come to me, he stands his ground, and will not move. So I then drop the leash so I can continue out to "the spot" so my first girl can do her business. When I drop the leash, cooper the 10week old will start walking. What am I doing wrong or forgetting? I never had a problem with our first.

Completely Boxer Crazy
With Jesse I first just hooked the leash to her collar and would let her drag it around for about 5-10 min. Then after a couple days I would hold the leash and tell her to "Come" then give her a treat. Once she got that down we began to walk asking her to come when needed. Treats are a great incentive. Just don't pull him along because then he will learn to hate the leash.

Biggie did the same exact thing! He just sat there! Try a treat and let him drag the leash around the house for a little to get used to it like others have said..if those don't work, I think you mentioned you had another dog who knows how to walk on a leash you could try to walk them together, this was how Biggie first learned...he just followed our neighbors dogs!!
