I think you would have a real hard time to find a dog that is untrainable.
When you leave her make sure you take her out just before you leave and go out with her to make sure she actually pees. As far as poop, keep track of when and how many times she poops in the day and use this information to deterine if you need to make sure she poops before you leave or just pee. For 2-3 hours I wouldn't bother leaving water in the crate since she is haveing this issue.
She is still young and these issues are not unusual. No boxer is truely house trained and fully trust worthy until they are about 1 year old. They may go for months and be good and suddenly resort back to having issues. One thing to rule out is any sort of urinary problems that would make it difficult to hold it even for a short time. Hang in there! She is still young and the training process is ongoing.
