I don't know if you've already done this and I didn't check to see where you are from, but call another rescue!!!! Yes, rescues do turn down dogs if they don't have the funds or the room, but to turn one down because they are white, have a tail, and are deaf????? That's insane. I work with a rescue, I've fostered a deaf boxer (who was fantastic by the way....I loved her dearly and plan on getting a deafie when I can get my fence up to have more than two) and they truly are boxers first, deaf second...and easier to train since they don't have any distractions. And to not take a boxer because they have a tail? We've taken those too and they've been adopted out quickly. Poor pup....wish I was in the place to take on a third or I would love to help out.....
By the way, there are also deaf dog rescues--rescues specific to deaf dogs of all kinds, either pure bred or mutts, they don't care. And they take them from anywhere.
