I saw something that made me MAD

DH and I were driving home the other night and we came across a Jeep on a highway with a large metal crate attached to his rear bumper. When we got closer, I noticed there was a dog in there! I was FUMING!
1. What happens if that car gets rear ended?
2. It was cold outside and the dog had no food, no water, no blankets.
3. The crate was less than a foot from the road! Plus it was leaning towards the road from the weight of the dog. One big bump, and yikes!
I've never seen anything like it! Am I crazy for getting so upset about this?

I would be fuming too!!! I also would have called the police and followed the guy!! I've done it before. I was on the freeway (doing 75 mph!!!) and a guy had a black lab riding in the bed of his pickup. Since I have the police on voice dial on my cell phone - i called in. The police came out and gave him a warning - nothing else they can do unfortunately :( :( But, at least they cared enough to come out hopefully the guy learned a lesson too.
