Pet Assure is another to look into. It isn't insurance per se, but membership gets you 25% off your vet bill, every visit, every time. It costs $99/year for one pet, or $149/year for up to four pets. No hiked costs for 'select breeds', no deductibles.
If you pair that with Care Credit (a no interest veterinary/dental care credit card) you're pretty well set. You can face a $4,000 bill, have it automatically reduced to $3,000, pay in full up front with no money out of pocket using your CareCredit card, then have 12-36 months to pay it off without incurring a dime of interest.
There are restrictions. You must find a participating vet in your area, and the discount my not apply to food, medication, or services performed outside of the practice. (labwork, etc) The Dr. I work for does, however, apply the discount to the entire bill so it really does depend on the vet.
Pet Assure + Care Credit would be my "insurance" of choice if I did not get the generous discount my employment affords me.
