Just a theory, but I am convinced this is submissive behavior....
I watched a documentary on wolves the other day, and it stated how the submissive pack members would roll and pee all over themselves when an alpha was present. It said that the urine contains a chemical marker that lets the alpha know that the peeing dog is submissive to it and thus avoids "attack". Judging by the numerous other behaviors that dogs exhibit that are inherited from their wolf ancestory, I would say the peeing may be another.
Your dog may be peeing to let the person know that they aren't a threat to them, therefore trying to be "friends".
I have heard most dogs will grow out of it once they are old enough to feel confident in their lives, but some may just be more timid and react that way to new people or their alpha people forever.
