Red eyes is fairly common when the dog is tired, if the eyes are irritated (eg. allergies or dust), during teething, and when the dog is excited or has been running around a lot (anything that really gets the blood pumping - and you'd notice the gums are extra pink then also).
Whether or not it's especially noticeable can depend on how tight the dog's eye rims are (and they also have a tendancy to sag a bit during teething - which your pup is probably in the middle of right now), and also VERY much on whether or not the dog has pigmented third eyelids (haws) or not. You don't have any pictures up of your pup, so I have no idea whether or not your pup has pigmented haws. But it wouldn't surprise me, from what you've written, if your pup has unpigmented haws.
Unpigmented haws are not a problem, btw. It is purely a cosmetic issue. But if they are unpigmented, then any redness in the eye area is going to be extremely noticeable. They won't be any redder than on a dog with pigmented (dark) haws - but if they're white (unpigmented) then you will see the red clearly, whereas in the former case you wouldn't.
