So please read between the lines when new laws are introduced. I found out recently how our elected officials really aren't interested in listening to true experts, with a law recently passed in my town. Experts tried to explain how the new ordinance would not help but actually hurt. They could have cared less and just ignored us.
The best way to put BYB and Puppymills out of business is through education. It is not easy, but it is the best we can do. :(
