This is what worked for US when we lived in a 2 br apartment: DH and I both work 8-5 jobs and when we first brought the pups home, I stayed home from work for a week with each of them to introduce them to our routine, to their crates, and to start potty training and training. The next few weeks, they were crated for the first part of the day, I would come home at lunch for potty breaks - yes, there were accidents - and then we would have them out when we got home. The money for a dog walker/sitter just wasn't there and it wasn't feasible to have someone come to our apartment during the day to let them out.
But lots of exercise!! We were fortunate to have a park near our place and would take them there to get out some of their wiggles.
