I was just wondering, if a breeder is listed on the USDA list of breeders does that mean that it is probably a puppy mill. If not what does it mean?
Thanks for your help.

According to the USDA, anyone breeding pets for the wholesale trade, anyone who sells dogs as breeding stock to other breeders, or anyone who owns more more than three breeding female dogs and sells the offspring, must be licensed. Since annual license fees are based on 50 percent of gross sales of regulated animals, it is not something one would do if they did not have to. I highly doubt there are any USDA licensed breeders who are not puppy mills.
