Yes, I know of some people who belong to the local boxer clubs and who show their dogs but who do not health test.
What this means is that you need to do your research - regardless of where you might find the breeder.

i got a good breeder in end

Hello it me the one who stated i was offer pup's from white bitch.
I didn't get one but did my research and found a great breeder who has all the health paper work, Plus she sire was campion and mother was a real beauty, I now have Tilly and am so glad i didn't get one of the others as pup's are expensive enough when healthy!!!!!!

I knew I always wanted a Boxer, did a little homework as to the colorings & such... I never even thought about checking into health testing, thank God I found BoxerWorld !!! I bought my Maggie from what I later found out to be a BYB, thank goodness so far she's ok. Her father was completely white & deaf. Her mother was a beautiful very flashy fawn. The seller said he only bred them to try to get another all white boxer for his son, he had never bred any dogs before... As much as I would have loved to become a responsible breeder I knew Maggie shouldn't be bred due to the deafness trait she carries & the fact I would keep all the pups beacuse I'm stingy =) This sadly seems to be the norm where I live, no health testing- just the breeders word that they've never had any problems with their dogs. We finally found a good breeder, her little is due today (the ultrasound showed atleast 8 pups.) Mom is a flashy brindle & dad is a classic brindle. We're hoping to get a flashy brindle boy to be my Maggie's little brother.
