Zeb can't read other dogs?

My brother took Zeb out this morning with his dog as he does every Saturday or Sunday. He said that Zeb just doesn't or can't read when other dogs they meet have had enough and is relentless with his enthusiasm.

This morning they met a woman with three dogs, she said to my brother that her lab might be too much for Vegas & Zeb so he explained that Zeb was pretty energetic too so they had a play. After a bit the lab starts getting cross with Zeb, snarling and going for him but Zeb just carried on all excitedly.

Why doesn't he just back off and stop and is there anything I can do to 'show' him ways of dog and why does he seem to lack manners?

Zeb is only a pup yet. He has more energy than a freight train. He will learn as he gets older. My friend has a female almost the same age and her girl is all go too. But I reassure her that things do settle down by the time they are 3. Ali has lots of energy but nothing compared to when she was that age. He'll be fine.

Riker is the same age as Zeb and he doesn't always seem to "get it" either.
If a dog gives him signals to back off, Riker will jump around barking and trying to get them to play. He doesn't take them seriously. I too worry that he'll get himself hurt one day.

My trainer told me that if your puppy ignores a social signal, then you should mark the behaviour (ie: "Zeb, WRONG") and take him away for a minute to calm down. If you release him and he does it again- then mark the behaviour again and take him away from the situation for good (keeping a light-weight nylon leash on him when playing can help you grab him when he's being bad).

I think Riker is getting better, but I don't know if it was the time-outs or him getting REALLY badly "told off" on many occasions that did it. I'm going to hazard a guess and say it wasn't the time-outs :D Silly puppies.

Mindy has the same problem. We are staying her with my parents 15 y/o mixed breed. Well, needless to say the 20lb senior doesn't want anything to do with her shananigans. But everytime she barks at her to back of, Mindy is in full swing and keeps going toward her until Buffy chases her into the next room and of course Mindy still comes back for more. I haven't come up with a solution, but marking the behavoir and giving a time out, seems reasonable. I will be interested in the other answers that people have.
