I know how awful it is and always put myself in others situations before commenting. If I rounded a corner and seen any one of my dogs dodging blows from a man's cane I would of course start running after my dog while yelling for it to come at the same time. Hopefully they would obey the command even under such stressful circumstances but if not then I would have no choice but to grab my dog and move it. I would apoligize for my dog scaring someone and attempt to move on. If the guy made the comments as you explained he did I would of course be pissed. I have a very short temper and try my best to control it but some people make it very hard to do so. I feel that if someone apoligizes for their dog scaring another (assuming no one is hurt) then that should be the end of it. Both people should look at it as a lesson learned. Seeing as how the guy was rude and couldn't drop it then I wouldn't of just kept going and I have a hard time turning the other cheek to people like this.

. Or I would've told him to hit me since I'm responsible for the dogs. Hopefully then he would stop and think. That would give him the opportunity to either a) realize that dog owners are ultimately responsible for their dogs' actions and get himself a life instead of beating innocent dogs, or b) hit me and get the crap kicked out of him. Not that I'm a violent person at all, but hitting my dog is like hitting my kid.
