Well, there are plenty of very good dry dog foods around. Unfortunately, there are a great many more very bad ones... and I'm afraid to say that your Ol'Roy is there amongst the worst of them (could well be the reason for the dry skin you mention in another post too).
A dog food cannot possibly be any better than the ingredients that are used to make it, so it is the ingredients you need to look at. There is some good information on what to look for and to avoid (and why) at

If you'd like some suggestions on alternatives, you could take a look at
www.dogfoodanalysis.com/dog_food_reviews Pretty much anything rated 4-stars and above is a decent quality food without harmful ingredients. For a puppy, you should choose a food that has a protein level in the 22-26% range - so the 6-star foods (and several others) won't be suitable at this stage.
It is also worth noting that you will never find a good quality food in the grocery store, or places like Walmart. You'll rarely find them in big chain petstores either. Places like that prefer to carry the low end stuff that they can shift in bulk. Your best bet is feedstores, and failing that, smaller non-chain petstores. Most manufacturers websites also have store locators on them - so once you choose a food you like, you can go to their site to see if they list a retailer near you.
