I am sorry but I do not know the exact specifics of the situation..I can only base my opinion on what was presented to me. I did not mean to offend anyone by calling "them" negligent. It just saddens mean deeply when i have to read something like that. It is any pet owner's responsibilty to make sure dangerous events like that dont happen.
If these events do happen, who is to blame? Certainly not the puppy. You are in control of your dog, only you. Only You. Only you. Not the neighbors. Not the kids or the dog next door. Only you.
Just like when a dog pees or poops on the rug..who is to blame? Certainly not the puppy. It is the owner's fault for not conditioning and/or training properly and keeping the watchful eye over the pup AT ALL TIMES.
Again, I apologize if the word "negligent" seemed harsh. I just don't like to hear things like that happening to any animal especially when they are situations that can be easily avoided. Please be safe, I only wish the best for you and your pup
