Tearing apart items on floor

We have our little Rocco for a couple of days now. Our vet advised us not to take him outside, even for walks. He said here in NYC, he stands a high chance of picking up alot of bad illnesses. So for the time being I am trying to pad train him to pee in the apartment. The problem is anytime he sees a newspaper or training pad on the floor, he runs over, tries to dig thru them like its a pile of dirt, and then proceeds to chew the heck out of them.

Does anyone have any advice or been thru the same issue?

My puppy was the same so we have been unable to train her to use pads (when we told her to 'leave it' I guessed to took the command to extremes, and so would pee NEXT to the pad!), we put up with her peeing on the floor (luckily we have tiled floors) until she had her vaccinations, now we take her outside everytime we can (we live on the 3rd floor of an apartment block, nightmare for housetraining!!) and reward her for going outside. As long as I take her out often enough we don't have accidents, but sometimes I just don't get her out in time :(

I wanted to buy a dog litter tray, but they don't sell them in any of the pet shops around where I live, as I didn't try it I don't know if it would be any better, could be worth a try though?

I was going to suggest a dog litter tray as well. I'm sure if none of your local pet stores sale them then you can find them on the internet somewhere. I think I am going to give that a try once I get my pup here in a few months. I am going to train him/her to use the litter tray while I am away and then also train him/her to go outside once I am home. Then as the pup gets older and can hold his pee/poo for longer periods of time I am going to do away with the litter tray.
