my dog is 10 weeks old and his tail is still bald where it was docked is this normal?

I'm sure it will grow more hair to cover. Pearl's tail has a bald spot on the underside but it's mostly covered with hair.

Rocky's breeder told me that his mom kept licking his nub after his tail was docked and so it is bald on the tip. It's kind of funny and adds character.
