i've heard some dogs will actually hold it for hours and hours and hours if it's raining . . . but i personally don't think it's feasible
tyler does not like the rain too much either, but will go anyway. once we had a torrential downfall, and everytime i let him out, he ran back inside (i had to go to work) we had bought him a raincoat (not my favorite) once, so i put i on him, and out he went. you could also try the booties - i got tyler used to them when he was young (i had a lot of muddy areas in my former backyard) and it took a lil getting used to, but what a lifesaver! mud really gets worked up into toes and toenails, and icky ick ick!! he did walk around kind of like a horse the first time i put them on (legs really high up) but he soon learned that when i put them on, he was going outside - what a lifesaver in those muddy months. it also got him used to my touching his feet, so i now have no problems cutting his nails or cleaning his feet. not every dog will wear booties (some will eat em!) but since she's young, you could try . . . good luck!
