I had this problem with Dax years ago. It was the result of a swollen prepus. The vet gave him a steriod injection followed by some antibiotics (i think) and an ointment that I had to put on the affected area. It cleared up in a matter of days. Don't wait long before going to the vet. It can cause serious problems if not treated. Good Luck.
