The discharge is normal in puppies - their immune systems are still a work in progress, and their vaginal flora (the assortment of microbes that are inhabiting/protecting their vaginal canal) are still working out a truce with her immune system as well as fighting off bacteria and fungi that neither your puppy nor her flora want in there. Jersey had the same thing - a little goopy in the mornings until she was about 9 months old, but it cleared up rapidly after she was was spayed.
Regarding the heat cycle - according to Jersey's breeder and several others I've talked to, allowing your pup to go through a heat cycle if you're not planning to breed them is something you may want to avoid, as it increases their risk for certain types of cancer down the line. The discharge is nothing to worry about - if you're planning on letting her have puppies, then just wait it out, but if not, get her spayed sooner rather than later to reduce the future cancer risk.
