We had this same situation many years back. My in-laws had just moved to Colorado and were living with us. During this time I lost my first pup (a day before she turned 1). My husband got another knowing that she was my life since we had moved at little over a year before that.
My new girl nipped at their sons a few times, she was 9 weeks old. My BIL said if she did it again he was going to hit her. My response was your kids are old enough to understand directions and thus should be held accountable because they were teasing her. She is the baby NOT THEM. Then I followed that up by saying if he laid a hand on her they would have ten minutes to be out of my house, I did not care if they did not have anywhere else to go. I also told him if I saw there oldest hit my dog (he had done it once before) they would be out for that to. My SIL got all offended that I thought my dog where more important than her children. I told her I loved them but that did not give them the right to be brats especially in my house.
They realized they had no where else to go, after all they where staying with us for free and they agreed to my rules.
