Photo Questions?

I read through the rules about photos, and I understand them. But sad to say I am not the most computer literate. I cannot figure out how to get my picture within the requirements of the file size and pixel #. I have some great pictures of my Penny and I'm just dying to upload them. Could it be my digital cam? And all I'm using is windows as far as editing the pics and such. And I'm wondering how in the world u guys and gals got them avatars within specs! Advice would be greatly appreciated!
