I feel your frustration. Our 8 wk old golden pup is having difficulty with come when he feels there's something more interesting going on. He will come when on a leash, it's when I have him off in the yard is when he all of a sudden forgets his name 
I haven't been employing treats outside much, and will start that today along with the clicker that we started yesterday. Patience! I know I have to remind myself of that from time to time
