I would say have Dad feed her- high reward treats?-, even if by hand initially, and then show her to the bowl that she should be eating from, all in a calm manner. Also agree on sleeping== I know this is anecdata, but when I was younger, my roomies and I rescued a dog from a horrible seller and she only came to my room and felt safe there, eventually sleeping at the foot of my bed, and she trusted only me (we don't know what her conditions were, but we felt we should take the dog and try for a better situation at the time). We all walked together and played together and eventually she trusted all of us. It took some time, but I think if she knows Dad is feeding, walking, and playing with her, as suggested by others, she will feel safe with him and know he is her "person" or one of the people to trust. Can she sleep near Dad, or have a dog bed near Dad that you can treat her for going to, so that eventually she feels comfortable?
