Thank you so much everyone for your great advice!
I had spoke with the nice nieghbor who lives next door to us (she is a close friend to our landlord), and she has also dealt with the "crazy woman". She has 4 Chow dogs that I guess she was having the same problem with this woman harassing her Chows. I truely believe this woman is partly mentally ill, and the nice nieghbor next door agrees. Dogs can sense when someone is "not right" (I am not trying to be offensive, so I am sorry if I am coming off as rude to some people). She told me she would give the landlord a call and let him know that she also is having a problem and that this needs to be dealt with. I agree with those of you that told me to write the letters to the athorities (sp?) and I will be doing this. This has gone way too far. I am angry at myself for not doing something about this when the problem first presented itself. I figured that getting meanly serious with the woman would give her the hint, and putting nasty-grams on her door would get her husband to realize he needs to take control of her. But I guess none of that has done much good. I will keep you all updated on what happens out of all of this. Thanks again for everyone's support and advice. It is all truely appreciated!
