I am sorry you are having problems with your nieghbors complaining :(
If she is insistant that your dogs are so noisy you may want to get a tape recorder and a long tape and tape an average "Day in your Apt." then play it back to see if your dogs are doing something you are not aware of :( If you find that your nieghbor is correct that they are making more noise then you thought then you can set about rectafying the situation, and if she is wrong you can present her with proof if she persists in complaining.
