For the future, I definately think all your cats should remain inside. As long as you have irresponbsible neighbors, all of your cat's lives will be in jeapordy. An angel was watching you that day to remind you about your purse.
Also, keep trying to get the neighbors to pay the bill ~ why should you have to? It was not your fault. Keep fighting!
