Duke listen really well to me when we are in the house or in our yard. He is even good when we are out on our own, but the minute another dog comes around he becomes stupid. All he wants to do is play with the dog, and he wont even pay attention to me. I've tried having him on his leash and getting him to sit, and give him treats. But he just wants to pull me and play. Is there something I can do to stop this?

He's not stupid, just a normal Boxer baby. All go through this, they are just full of life & want to play & that's all he has on his mind at that time. Try & make it fun for him when you do a recall & he will learn to respond to you. Find that special something he can't say no to & use it as a reward. All dogs are different it could be food or a toy, you only know what will get his attention & use it in your favor.

My trainer has told me it is my job to be more exciting than the thing distracting him....so change the tone of voice etc.
