I think that all the ideas given to you are great, I wish there were more ways to help out in situations like these. It'd be nice to see their reaction with all of BW on their front yard with very angry faces :D
Why don't you try to speak to your neighbors about the situation? There must be other dog owners in your neighborhood who will care enough to try to help. Wether you think of your fur kid as a pet or child.. both deserve better. Perhaps if animal control begins to get a larger quantity of calls regarding this matter they'll get up and do something.

Unfortunately for some people, dogs are just dogs. They are not treated like members of the family. They are their to protect the house and the family. I can't imagine treating an animal like that but I see all the time (well, not this bad)

I wish I lived closer and could help you! (and the dog!) I feel so sorry for that poor dog. I just don't understand some people at all.

Please keep us updated. I just can't quit thinking about it. Poor dog.

What about a local boxer club in your area? is there any way they could help you? I really feel bad for this boxer, not only is it depriving him of exercise and love, but he could get tangled up and choke himself on the chain. This happened to my sister once...She lived in an area and they landlord wouldnt let her put a fence up so she had to put the dogs on a chain when she was at work(this was a lab and her baby), and one day the dog got tangled with the lawn mower and choked herself..Since then no chains whatsoever.
What about the dog police? Ive seen shows like that on tv where they take the animal who are suffering abuse..ASPCA? would that work or is that same as animal control. I probably would kidnap the dog. I know others have mentioned it, but theres no way I could deal with it...Or as someone else mentioned, Id buy the dog.
But that wouldnt stop the situation either. I really hope something good comes out of this. Hey, here's a suggestion, whjat about calling the police and complaining about dog barking noises from their house, maybe they'd be forced to bring the dog out of there so they didnt get written a citation.

make TONS of calls to animal control!!! Give them tons of reasons to go check on the dog. If its a really hot day, call, if its a really cold day, call. Any reason that would affect the health and welfare of the dog. Unfortunately, it does take a million calls to get them to do something.

Also, I liked the idea of approaching the neighbor to buy the dog.

I know this is a horrible thing to say and the wrong thing to do but I would sneak in there and cut the chain. I would take the baby home with me (if in a position to care for it) or find someone who is able to care for the little one.

The dog is chained in the garage which does not have air conditioning. It is always chained in the same place there. Actually it broke my heart last night it was barking in there and the people were gone but the garage is closed so nothing I could do about it. I have sent the address to Dogs Deserve better an they are going to send things out to these people and see if this helps. The cold is one thing that animal cops take care of but for the heat there is nothing they can do. I think there should be something about the heat but I checked and there is nothing. I was thinking of dog napping but it is locked in the garage when they are gone with the door shut and while home the door is open and he is locked up there. Too many people can see me if I get close and I can't take the baby or I would. I am looking into animal control and rabies stuff but the animal control out here is bad and doesn't seem to care about this stuff. I am doing what I can and hoping the dog accidently gets away one day (escapes). If it does I will be there taking the baby in and finding him a home to stay at until a forever one comes along. Thanks for your help,

As tempting as it sounds, I think breaking & entering wouldn't be the best option. More harm may come out of it than good. Sounds like the poor dog is extremely undersocialized therefore there may be some aggressive behavior that will be thrown your way.. specially when breaking into his garage :(
I can't imagine how difficult it would be to live to neighbors like that. I would have to bite my tongue everytime I saw them.

Have you attempted to go right up to them and ask them about the dog? If you were to tell them how concerned you are it might smack some sense into them. Same goes with your neighbors, even if they don't like dogs I'm sure they don't appreciate the constant barking.

Is the dog licensed? I know our town requires all dogs to be licensed. A visit from animal control may happen if they don't have it licensed. Also, does anyone know if owning a dog can increase your homeowners insurance rates? If so, this may be another thing to discuss with the people.

I see that you live in Texas I imagine it gets pretty hot there. It really makes me mad they don't see the heat as a problem. I'm sure they would respond to a dog being left in a hot car without the AC. It's just so unbelievable they don't care about a dog in a hot garage. I really doubt they keep his water bowl constantly full either. We don't have AC and I know how uncomfortable Magoo can get on hot days, he parks himself in front of the fan! Luckily it's really never too hot indoors at our place.
Geez that makes me so angry, that poor puppy. At least he has you looking out for him. Maybe someone needs to educate animal control about the dangers of overheating and dehydration!
