Your instincts are putting up "red flags." Listen to your gut. I would be very careful of this guy were it me. I think I sure would want to meet and talk with him before allowing him to buy one of my puppies. If he isn't willing to do that, perhaps a puppy mill is where he needs to go. If it were a rescue dog, I can assure you no rescue organization would give him a dog without some fairly extensive questioning and reference checks. Why should you be any different. You've spent lots of money and time and worry over these puppies and I'm sure you want them to be placed in loving, caring homes where they will receive the best possible.
