I am not informed of the laws pertaining to America but here in NZ we have a law called consumer protection act.
This means that whatever a person purchases, they have the right to reimbursment or replacement if said goods , services etc do not fulfil the purpose they were intended for. This also covers animals .
If you purchased the pup for breeding and or showing purposes you would be entitled to reimbursment as the pup cannot fulfil these requirements.
If the pup was purchased as a pet only but has medical problems requiring veterinary intervention, once again, you are entitled to compensation.
This is a fairly newish law here and I have no idea how successful it has been but I think it is a good idea in so much as it would reduce the amount of fraudulent sales and hopefully even animal suffering.
