Eye goo and breathing loudly

I have a friend with a 5 month old puppy that she says has always sounded like he is breathing hard (or having trouble breathing), especially when he is sleeping. He also has a lot of eye discharge.
This puppy is fed a raw diet. Do you think it could be some sort of food allergy, or other sort of allergy? Her vet told her that sometimes boxer puppies breathe loudly but that it normally goes away when they get older (something to do with the nasal passages).
Now, I have had this puppy over at my house to play with my dogs, and he has run wild playing for hours on end and I have not noticed any labored breathing so I am guessing that this loud breathing normally only occurs when he is at rest.
Any ideas?

Mya is a heavey breather when she sleeps too. Snores louder than I do sometimes!

My vet also said that it would get better as she got older and her head grew out a little.

My pup has eye goo, we do a ritual "wet washcloth" treatment every morning, because when she shakes, it can stick to the walls/floor. yuck!

Aasha has eye goo in the morning also. And he hates when I try and wipe it off. Like Mom I'm not even awake yet! lol. He also breathes loud(Snores) while he's alseep. When I have company at the house they always are amazed at his snoring. :)

Coop had some eye goo and was breathing loudly just at night for about a week and then the eye goo started turning slightly green so I took him to the vet and he had developed an upper respiratory infection and I was given eye drops and some antibiotics and everything cleared up. If the eye goo starts looking green I would take him in to get checked out otherwise sounds pretty normal to me :)
