In the dog world, the pack leader uses eye contact to tell the members to stop whatever they are doing. Eye contact is a major part of establishing dominance. But, it doesn't need to be threatening. My dog isn't scared of my when I make eye contact, but if she's done something wrong she'll quickly look away.
