Van Horne park near Joilet might be closer for you. alot of people meet their in the summer. Here are some directions from a previous post that may give you an idea where it is.
"If you are going to the park off of Caton farm rd then I can tell you how to get there. Take I-57 north to I-80. Take I-80 West to I-55. Take I-55 north to Caton Farm Rd. Take Caton Farm Rd west to 1st light(frontage rd). Turn left at frontage rd and go south until the park."

I live in Champaign-Urbana, and there is a pretty nice dog park in Urbana, I know Decatur isn't so close, but if you guys are willing to drive, it's really nice. I think it is only $6.00 per dog for the day and if you like it you can get a membership, which I think is only $35 for the first dog and then $5 for the others,and it is for a year. The park always has friendly dogs, with an area for smaller dogs to play together or a huge open area for all dogs. I haven't been able to take my boxer out there yet (the dogs have to be 4 months old with rabies shots) but I take my yellow lab and my westie out there all the time. I would love to see more boxers out there though if anyone is intersted.

Anywho, we are actually in Springfield. Sorry, no dog parks in Decatur that I am aware of. I grew up in Mt. Zion so I am pretty familiar with the area, in fact just left there a year or so ago.
If you are ever interested, there is a dog park here though. Let me know, I can give you more info through this site. Dont post any personal info like phone numbers, email...that sort of thing is prohibited!
