I'll try to make a long story short 
We have an 8 and 5 month old. We moved a month and a half ago and Emma (the 8 month old) was exposed (for about 3 weeks) to a dog that would bark while outside. I didn't know for sure that she had picked up the game until last Sunday, a neighbor yelled over the fence while I was outside. I'm sure it's mostly that she hears everything and is reacting to what she hears.
I want to stop the behavior but I can't be home to correct her and I don't want Rue to get in to the habit. We haven't crated her since we moved into this house and I really don't want to take away her free reign of the yard. I don't mind putting her in the crate, but will it mean anything to her? I don't think she would connect the dots.
I will try just about anything to keep the peace.

If you're not there to correct the behavior then it's not going to stop. Each time they are allowed to repeat a behavior the more it becomes a habit, plain and simple. And honestly, crating is the safest thing for them when you are not there to supervise. There are so many horror stories of things happening to dogs being left outside unattended, that's a chance I personally wouldn't take.
