A quick question about a sis's puppy

My sister recently rescued a GSD mix puppy, approx. 4 mo's old. Since she got the puppy, she has noticed small bare patches that appear to be very itchy for Madison (the dog) The vet thought it might be scarcopic mange and has started the dippings for this dog. (i told my sis to look for an alternative method, but there is only so much you can tell a sister! ) anyhow, my sis's puppy is still itching, they had the second dip yesterday, the scrapings came back negative on both demodex and scarcopic mange. The vet said she recommends the dips since my sis has 3 kids under 5 in the house.
My question: what could this be? Madison's food has been changed (from the shelter to my sis's house) i personally think it might be a food allergy to some ingredient in the foods (i.e. wheat, corn, chicken)

Not sure what else it could be, any ideas???

Vet's can be overwhelming

Has your sister tried a second opinion? Some vet's unfortunately go right for the wallet and come up with worse case scenarios, not that the vet wasn't being prudent in this situation, but if an effective treatmet isn't being used then perhaps someone else would know of something better. Some breeds are prone to certain ailments i.e. boxers are notorious for their allergies. Depending on the dominant characteristics of the pup it could be something that is known to occur in that breed. To help with the itches try an anti-itch spray or cream from the pet store. the dog may lick it off, but applying it proir to feeding or prior to walks can be effective in distracting the dog from licking it off as soon as it is applied.
