What does an owner do when the puppy does go outside when taken, but if not watching will go on the paper that I have at the door. I do not praise her when she uses the paper and do when she goes outside. Do I get rid of the paper and find out? Do I start saying NO when she uses the paper? She has ability to hold it for a few hours, when does she understand that outside is better? BTW 5 months old.......

Well, she'll understand that outside is better once that is what you teach her. Presumably you trained her to use the paper... so if it's still there, she's going to keep on using it. Why would she stop?
You can't really say 'no' if she uses the paper and expect her to learn quickly. That would be pretty confusing for her, so would take some time for her to re-learn that now it's not OK to potty there.
No, the best thing for you to do is get rid of the paper and start some serious potty training. In addition to praising her extravagantly when she potties outdoors, that actually means that you've got to have your eye on her all the time and to take her out frequently so that you don't have any accidents indoors. Up until now, pottying indoors has been an OK thing to do (albeit on the paper) so don't be surprised if your pup doesn't 'get it' right away. Vigilence is the key to success here.
When you can't be watching your pup, then she should be in her crate - unless you're *very* sure she isn't going to need to go. Keep taking her out regularly, praise madly when she potties, and eliminate any opportunity for her to get it wrong and potty indoors. Keep that up for two or three months, and you should have a reliably housetrained pup. Good luck

i would definatly suggest removing the paper. when we got bailey he was just under 6 months. his previous owner told us he was housetrained but he had a few accidents in the first day or two and we panicked and put down paper so he started going all over it every time. quickly realised that that he was just unsettled by the move, took away the paper and within a few days we were (mostly) acident free!!! your pup doesnt know that the paper is temporary they just know its good to go there so while its there, they arent gonna try too hard to hold it!!! you know how it is...when you see a toilet u gotta go!!!

Just wanted to say how useful the crate has been with Copper. I can not immagine training him on paper. All I can suggest is using a crate. If you cant see her, she should be in the crate. Everytime she comes out...outside she goes. Copper learned so fast with this type of training. Good Luck!
