That's a beautiful picture, and I don't mean to be rude, but please don't ever leave your dog tied up on a dock! I don't know if that's actually the case in this pic (maybe she's just being held on a leash and is not tied up), but I had to say it anyway. It would kill me to hear of a dog jumping off a dock while tied up.
I would never ever tie my dog up on a leash: anywhere! That's the most ridiculous thing I've heard; but thanks for your concern. Chloe is the apple of my eye; I love her - and I was right beside her.... I can't believe you would think she's tied up!
