my dog is 10 weeks old and his tail is still bald where it was docked is this normal?

tried to stop him but everytime we turn around one of the kids have him up there anyways so just let him go probably cleaner than kids anyways at least he dont eat food or drink on it

chopper is 8 weeks old and whines the entire time hes is in his crate does not use bathroom or anything in it. tried toys balls bones nothing helps. this is our first dog so was wondering if this is normal and how long it might last.
