Thanks for your replies. Duke seems to be doing fine. I talked to the vet and they said that this sometimes happens in sexually mature dogs (He is one year). She said it will go away, and to just keep an eye on it.

I swung by the park today. It was open! They filled in the entire park with fresh sand. I guess it's actually stone dust. It was pretty dusty there, I'm guessing after a couple rain showers (or snow falls?!) it will get better. They may not be completely done with whatever they are doing...
