This may be a stupid question, but how can you tell if a female has been spayed? Don't show dogs have to be totally intact? I have always wondered about this.

Normally you can see or feel a scar on their belly where the incision is.

This is indeed a practice. It's done by many vets. Your vet isn't crazy.

It's primarly done as "proof" that the dog is fixed. Shelters also tattoo when they spay to provide evidence that the procedure has already been done so potential new owners don't have it mistakenly done again.).

I'd never heard of that tattoo, but I think it's a great idea. :)

And yes, conformation show dogs do have to be intact. (Obedience, Agility, etc. dogs can be spayed/neutered.)
