can you tell from a puppy's behaviour

I think you can... My last girl was a timid soul and always wanted to be near me (and away from scary things). My girl now is very confident and likes to be on her own-even at night she will find a spot "removed " from us. She is a love and likes her pets but her independance in the "world" is somewhat evident in the house. Now my boy is a confident dog but a cuddler, so I pose a new question-is it a male/female thing??

I had a post somewhere about whether male or females were more cuddly, because my male is a lot more cuddly than my female.

I don't know if you can tell or not from a puppy how they will be as an adult dog. I got Gus (my male) at 5 weeks old, and I could not tell then if he was going to be cuddly. Not sure if he is cuddly now because I carried him around so much and treated him like a baby (hehe) because he was so young and tiny. Izzy, my female, I got at 10 weeks and she liked to cuddle when she was a baby, but doesn't care much for it now. When she was baby, she could not fall asleep unless she was touching me, and if I moved, she woke up. She does sleep in my bed now, but just puts her head on my legs if she is cold. If I let Gus sleep in my bed, he would sleep on top of me, he likes to get as close as possible. He still sleeps in his crate..... he is 9 months and still likes to chew, so I don't trust him yet! Izzy is a little over 2 years old.
So. I am not sure how much you can tell from when they are tiny puppies. With both of mine, I noticed their personality develop as they grew. Just my observation with my pups.

When we got our first, he was 10 weeks old and very clingy, always follwed me around . Even sat at the shower and cried b/c he was away from me.
He is now 3 years old and still follows me around, sits on my feet if I'm doing dishes, has to be touching me at all times. SO he hasn't changed at all!!!

Our second one, also 10 weeks old was very independent and still is. Could care less to be held or cuddled with. Never really cared if I left the room and still to this day is the same way. When he was a pup he would just go in his crate and fall asleep. He is now 2 1/2 years old and very independent!!!
I knew the first few minutes of being with Bosco, he was different than our first one. Completely opposites :)

Which is fine, they seem to balance each other out.
