How big should my Boxer 'TURBO' be at age 12weeks....I met a friend that has one the same age just about and is way bigger than Turbo...

There's really no standard. Just like human kids, puppy sizes vary enormously at such a young age (things like birth weight, number in the litter and so forth have a big influence). But also just like with human kids - the size of baby pups at this age has no bearing on the size they'll reach as adults.
